Muddiest Point #6

I understand IP addresses, at least the basics of how they work. I get the unique numbers and their division into 4 sets. But there is one thing I have wondered for a long time: Why is a local IP address almost always 192.168.1.whatever? Is there some significance to these numbers, or have they just been arbitrarily chosen as the standard/default local IP?
